Oxford is an expensive place, and may possibly prove no better than London, in a social point of view, as a place for a Cadet. I think he can be better looked after in London under the rules at present followed. He should not be attached to the Eastern Dept, or have access to Hay Papers; which unfortunately (e.g. Mr. Braniston's) contain much controversial matter which it would not be desirable for a Hong Kong Cadet to peruse.
I would have him come out here and attend at the office and study Chinese with the Douglas allowance of £100 per annum.
